Network of Excellence in Dual-Use Technologies for the Resilience and Integration of Autonomous Systems in Multidomain Environments

Description
The COMANDO program will develop critical technologies enabling an integrated approach to all levels of autonomy required in demanding Defense and Security environments: centralized autonomy (supervised C2), distributed autonomy (collaborative swarm operations through resilient tactical networks), and onboard autonomy (advanced perception, artificial intelligence, and cyber protection), ensuring global coordination, autonomous networked cooperation, and immediate local response from each platform. In defense and civil security environments, where communication loss, urgent response requirements, and hostile conditions are common, only the integration of these three levels transforms technology into a real, reliable, and deployable capability for critical operations.
This effort will be complemented by research into new optimized, robust, and modular physical platforms that materialize the developed technological capabilities. Overall, COMANDO will ensure international interoperability (NAFv4, C4ISR, STANAG), strengthen resilience against hostile or degraded environments, and enable the demonstration, in dual-use scenarios, of reliable, secure autonomous systems ready for defense and civil security applications.
Objective:
COMANDO aims to strengthen technological sovereignty and excellence in multimodal autonomous systems for defense and civil security through the development and validation of advanced technologies in autonomy, artificial intelligence, perception, and resilient communications. It also seeks to promote industrial transfer and the dual-use applicability of results, consolidate a national innovation ecosystem integrating technology centers, industry, and end users, and position Spain as an international reference through active participation in European initiatives and standardization processes, contributing to the development of secure, interoperable autonomous capabilities with high technological and social impact.
