RAXUS
Risk-based Authorisation and eXecution in U-space airSpaces

Description
The RAXUS initiative will address the optimisation of uncrewed aircraft systems (UAS) operations both within and outside U-space by developing advanced digital solutions. It will enable the automation of flight authorisation processes and integrate risk assessments aligned with Specific Operations Risk Assessment (SORA) and area risk assessment methodologies, supporting safer, more efficient, and scalable operations.
RAXUS will develop near-automated workflows covering the full lifecycle from intent declaration to U-plan submission, providing standardised and quantifiable evidence to support regulatory approval processes. In addition, the project will extend risk assessment frameworks to include societal acceptance aspects such as noise and visual impact, contributing to the sustainable development of Innovative Air Mobility (IAM).
Furthermore, the project will modernise the U-space flight planning process by replacing the traditional first-in-first-out allocation model with a fairness-based, multi-stage authorisation approach, enabling the progressive granting of clearances and dynamic adaptation to real operational conditions. Designed for rapid deployment, RAXUS will deliver solutions supporting authorities, U-space Service Providers (USSPs), and operators, enabling safer, more efficient, and scalable U-space operations.
Objectives:
The main objective of RAXUS is to enable the automation and enhancement of UAS authorisation and execution processes through the integration of advanced risk assessment methodologies and standardised digital workflows, both within and beyond U-space environments.
In addition, the project aims to modernise U-space flight planning by implementing fairness-based, progressive authorisation mechanisms, improve data quality and traceability to support regulatory decision-making, and extend risk assessment to include societal and environmental factors.
Furthermore, RAXUS seeks to support authorities, U-space Service Providers, and operators in adopting digital solutions that enable safer, more efficient, and scalable operations, contributing to the development of an interoperable and deployment-ready U-space ecosystem in Europe.
